For Patients
Patients Seeking Health Care
If you are uninsured and seeking health care, you must first start by enrolling with with a primary care provider at a participating safety net clinic. Each clinic is an independent non-profit with different eligibility guidelines. Primary Care Providers at these clinics can refer eligible patients to Project Access for specialty care needs.

A referral into Project Access can only come from one of our participating safety net clinics.
Project Access Eligibility Criteria
To be eligible for Project Access Services you must meet the following criteria:
referred by a participating safety net clinic provider
at or below 200% of the Federal Poverty Level
a resident of the Portland Metropolitan area for at least six months
have no access to insurance
and have a demonstrated medical need
Safety Net Access Points
Safety Net Clinics located throughout Portland provide access points into Project Access. This ensures patients have a primary care provider and care coordination while being treated by a volunteer specialist.
