Based on a successful national model, Project Access leverages charity care from private physicians and other health care providers, ambulatory care clinics, hospitals, private diagnostic service providers, and pharmacies to provide streamlined access to donated care.

Providing Specialty Care to the Uninsured

Most safety net clinics do not have access to specialty care resources. We are fortunate that the community has rallied, physician volunteer numbers are increasing, and all health systems have agreed to donate their services.

Eligibility Criteria

Patients must qualify with a written application and documents to verify the following:

at or below 200% of the Federal Poverty Level

a resident of Portland Metropolitan area for at least six months

have no access to insurance

and have a demonstrated medical need

Once enrolled, patients receive a Project Access ID card for ease of access to labs, imaging & hospital partners.


Project Access NOW

Project Access Multnomah County is in partnership with Project Access NOW (Northwest Oregon Washington) a regional collaborative effort in Clark, Multnomah, Washington and Clackamas Counties. If you serve patients living in another county, we can refer you to that program for services. We believe it is in the best interests of the patients to be treated close to where they live. Project Access NOW provides key elements of this program for all county initiatives:

  1. Pharmacy Bridge pharmacy program for patients – call 503-954-1746
  2. Health systems participation
  3. Regional database for managing patient information and medical referrals
  4. Regional recruitment of physicians
  5. Regional marketing activities including media

  • All area health systems are donating their services, including labs and diagnostic imaging services.

We are appreciative of the many clinic referral coordinators who have been doing this work over the past 20 years without any of the supports. We hope this new program makes it easier for you to get your patients the health services they need.


Case Management = Due Diligence

Our promise to our volunteer partners, our due diligence, is that referring clinic coordinators will provide case management to patients going through the program. This includes:

  1. providing appointment reminders
  2. sharing transportation options
  3. following up with patients to help with necessary prescriptions
  4. and helping patients navigate the health care system.

Project Access Multnomah County will help you in a variety of ways. We will:

  1. screen applications
  2. provide program orientations to every enrolled patient
  3. provide you, the referring coordinators appointment reports to help you remember the appointment reminders
  4. provide a Pharmacy Program & Pharmaceutical Assistance Application Supports
    We will also support the volunteers who are participating in the program with orientations, and patient population education materials, to help them help your patients. All these supports help ensure a successful program that will encourage volunteers and hospital partners to continue their support of Project Access.
